A regular, almost square stadium volume is wrapped by a continuous field of vertical fins that unifies the façades and shelters the broad entrance zone. The roof plane slopes toward the pitch opening, while the main approach forms an enlarged green forecourt. In the survey area, sports halls and athletics are arranged as low pavilions along a park axis, while Borongaj is defined by a semi-sunken garage with a landscaped public terrace.

In the first round, the jury reviewed all submitted proposals. Following an examination of the individual projects and an internal discussion, the jury eliminated proposals that, in its opinion, lacked sufficient coherence in their urban approach, design concept or feasibility.

Projects without a sufficiently specific identity were also considered less successful, as were proposals with a less convincing relationship to the city and those characterised by excessive scale or demanding maintenance requirements.
